Kwon Oh Nam is the President and Chief Executive Officer of the Grand Korea Leisure Co., Limited (GKL) - a young enterprise aiming to lead innovative casino business in the 21st Century. With the Korea Tourism Organization as its major shareholder, GKL was established under a new initiative of the Ministry of Culture, Sports and Tourism to permit new licenses for casino business dedicated for foreign tourists. Under Mr. Kwon’s leadership, he invested most of his efforts in establishing a credible reputation for his casinos that earn good and clean foreign money for the country at a difficult time. Oscar Palabyab is the Department of Tourism Undersecretary for Tourism Services and Regional Offices in the Philippines. Appointed by no other than the President, her Excellency Gloria Macapagal-Arroyo, in March 2001, Atty. Palabyab has played different roles not only in the development and growth of Philippine Tourism, but also as a formidable officer for tourism development in Asia. Before his successful stint as the undersecretary of DOT, he jump-started his career from prominent law offices and multinational companies. These included the position of Associate Attorney from 1974 to 1986 at Pefianco & Associates; Senior Partner of Cruz Palabyab Llorin & Associates from 1986 until 2001, and Legal Consultant to Mitsubishi Corporation from 1986 to 1990.
Being a Political Science (1968) and Law (1972) graduate of the University of the Philippines, his solid educational background and impressive track record prepared him to hold several positions in the industry where his wide range of expertise certainly suits the role. Among these are the Chairmanship for the Task Force on Avian Flu Preparedness, Bids and Awards Committee, and Change Management Team; Head of Delegation for BIMP EAGA Tourism Cluster, Philippines; Alternate Commissioner for Commission on Maritime and Ocean Affairs and Pasig River Rehabilitation Commission and a Third Level Champion on Career Executive Service and Chairperson of Integrity Development Committee.

Narzalina Z. Lim is President of Asia Pacific Projects, Inc., (APPI) a tourism and hospitality consulting company based in the Philippines, which specializes in tourism strategic planning, marketing representation, training, and feasibility study preparation. APPI has prepared tourism plans and strategies for Yunnan and Sichuan Province, China and the Greater Mekong Subregion (GMS) which includes Cambodia, China, Laos, Myanmar, Thailand, and Vietnam. In 2007, APPI prepared the Metro Iloilo-Guimaras Integrated Tourism Strategy and Action Plan which was funded by AusAid’s Philippines-Australia Local Governance Development Program. Ms. Lim was the Team Leader of that project which was completed in 2008.
Ms. Lim served as Secretary of Tourism under Pres. Corazon Aquino and Pres. Fidel V. Ramos. Before her appointment as Secretary, she was Undersecretary for Policy, Planning and Development.

Deputy Chief John Flynn is a 25 year veteran of the Nevada Gaming Control Board. John holds a Bachelors of Science in Business Administration degree from the University of Nevada, Las Vegas and obtained his certificate as a Certified Public Accountant.
John started his career in public accounting and then joined the Gaming Control Board’s Audit Division in 1984. After two years of service in the Audit Division, John moved to the Investigations Division and has served there in various capacities for more than 23 years.
For many years, John was responsible for conducting field investigations and for the oversight of agents involved in the investigative process. These assignments ranged from simple key employees to complex foreign investigations, and covered issues relating to personal backgrounds, criminal activity, and complex financial structures. John’s investigative assignments have taken him throughout the United States and to Canada, Europe, The United Kingdom, Japan, and South Africa.
Currently, John is responsible for developing, implementing, and monitoring administrative functions for the Investigations Division. This includes development and instruction of training programs; coordination of Information Technology needs; analysis and development of investigative and administrative policies, procedures, and internal controls; and budget and productivity analyses. John is also a member of the Gaming Control Board’s computer forensics team.
John has been involved in numerous training and educational programs in the area of financial and background investigations. John has developed orientation and in-service training programs for the Gaming Control Board, and has made presentations before various groups. These include high school government classes, the Association of Certified Fraud Examiners, State of California Department of Justice, International Gaming Institute seminars hosted by the University of Nevada, Las Vegas, and the 2009 Asian GEM Gaming Congress and Exhibition in Manila, Philippines. |  | ROGER GROS

Rafael Butch Francisco is President & Chief Operating Officer and a member of the Board of Directors of the Philippine Amusement & Gaming Corporation or PAGCOR, the Philippines’ second largest contributor of revenue after the Tax Authority. PAGCOR is a government owned and controlled corporation established in 1976, created to regulate and operate games of chance with casino gaming in particular. Butch, as he is called by family and friends, has a baccalaureate degree in liberal arts from Manila’s top university, De La Salle University, and a post-baccalaureate diploma in Human Resource Development from Manila’s top graduate school, Ateneo de Manila University, in partnership with ARTDO-Asia Pacific Training & Development Organization. Michael Boettcher started his casino career as a trainee dealer at Charlie Chesters casino in London some 35 years ago. Englishman David Orrick is the Communication and Business Development Director of Austrian Gaming Industries, GmbH, part of the Novomatic Group of Companies and has 15 years experience of the casino and gaming industry.
